Nigerian police clearance certificate from abroad: why posted requests stall, and what works
Tips · 2026-10-30 · 10 min read

Yes, you can get a Nigerian police clearance certificate from abroad, but not by posting a request to Lagos and waiting. Australia's Department of Home Affairs says mailed requests are not an effective way to get one. What works is the online POSSAP application plus a fingerprint form, with your prints scanned and sent back to Nigeria, and either collecting the certificate on your next visit home or asking a friend or relative to go to the Central Criminal Registry in person.
This guide is for Nigerians in Diaspora, whether you are a nurse in Manchester, an engineer in Dubai or a teacher in Doha, who need the Nigerian certificate for an Australian or New Zealand visa.
First, the right name for the document
People search for "police clearance certificate", but the official name is the Police Character Certificate (PCC). Home Affairs uses the same name for the Nigerian document it accepts, so use it on forms and in emails.
The Nigeria Police Force issues the PCC under the seal of the Inspector-General of Police. It confirms whether you have any criminal convictions, pending charges or police cautions recorded in Nigeria.
Do you need a Nigerian certificate if you left years ago?
Often, yes. Home Affairs may ask for a police certificate from every country you have lived in, usually if you are over 17 and lived there for at least 12 months in the past 10 years.
A police certificate for an Australian visa must cover the time from age 16 up to the issue date, or the whole time you lived in that country.
You will usually need the certificate of the country you live in now as well. If you are in the UAE, Saudi Arabia or Qatar, the guide to Gulf police clearance for an Australian visa explains the Gulf side. If you are in the UK, the explainer on the DBS check and the ACRO police certificate shows which UK check a visa asks for.
For any other country you have lived in, the Home Affairs character requirements page sets the rules, and its "Services outside Australia" page has a country list that explains how to get each police certificate.
Three groups who should check the rules twice
- Offshore and marine workers. If you spent more than 12 months in the last 10 years on oil rigs, merchant ships, cruise ships or private yachts, Home Affairs wants a police certificate from the vessel's flag country plus a letter of good conduct from the captain or company.
- Former students in Australia. If you studied or worked in Australia before, the Australian certificate must be an Australian Federal Police National Police Check (Code 33 - Immigration/Citizenship). State or territory checks are not accepted.
- Workers with an accredited sponsor. For the Skills in Demand visa (subclass 482), an applicant sponsored by an accredited sponsor does not need police certificates from countries other than Australia when they attach the sponsor's reference confirming good character and no criminal convictions. Ask your employer about that status first.
What the Nigerian application asks for
Two official pages describe the PCC: the Nigeria Police Force's own Police Character Certificate page and the Nigeria entry on the Home Affairs offices and locations list. Their lists overlap, so prepare everything from both.
| Item | Named by | Tip if you live abroad |
|---|---|---|
| POSSAP account opened with your NIN or BVN | Home Affairs | Check your NIN details match your passport before you start |
| Biodata page of your international passport | Home Affairs and the NPF | Expired passport? Renew it first at the nearest Nigerian embassy, high commission or consulate |
| Passport photographs (the NPF asks for two recent ones) | Home Affairs and the NPF | Keep a scanned copy |
| Proof of residency | Home Affairs | Use your current foreign address document, such as a residence permit or tenancy |
| Destination country and reason for enquiry | Home Affairs | Write Australia (or New Zealand) and the visa application |
| Complete set of fingerprints | Home Affairs | Done on the fingerprint form, not at the registry |
| National Identity Card (NIN slip accepted temporarily), birth certificate or statutory declaration of age, evidence of fee payment | The NPF | Scan these at high resolution before you begin |
| Employer's or sponsor's letter | The NPF, for employment-related applications | Ask your Australian employer early; it can take time to arrive |
Neither page publishes the amount of the fee: the NPF asks for evidence of payment of the prescribed fee. Confirm the current amount on the portal itself. Home Affairs reminds applicants that police certificates are one of the costs on top of the visa charge, so budget for it.
Step by step: applying for the PCC from outside Nigeria
The NPF's standard route ends with biometric capture at your designated police station in Nigeria. Home Affairs describes a different path for applicants outside Nigeria, and that is the one to follow from abroad.
- Open your POSSAP account. The NPF's "Apply on Police Services" link goes to the POSSAP portal at possap.gov.ng. Home Affairs says Nigerian citizens, resident in Nigeria or not, create the account with their NIN or BVN, then request the service and upload their information.
- Upload the documents in the table. Use clear scans with your name spelt the same way on each.
- Get the fingerprint form completed. Home Affairs says applicants outside Nigeria get a fingerprint form, which is scanned and sent back to Nigeria for analysis before the certificate is issued. Inside Nigeria, prints are taken on site at the Central Criminal Registry instead.
- Do not rely on the post. Home Affairs is plain that mailed requests are not an effective way to get the certificate. Keep the process online and in person.
- Arrange someone on the ground, or go yourself. Home Affairs advises applicants outside Nigeria to get the certificate on their next visit, or to ask a friend or relative to visit the Central Criminal Registry in person. Its address is Nigeria Police Force C.I.D. Annex, Alagbon Close, Ikoyi, Lagos.
- Follow the check through to the end. The NPF describes a CIID criminal records check, then approval and digital signing by the Force CID. It states 5-7 working days from submission of complete documents, or 2-3 working days on the express service at extra cost.
- Download, print and scan. The NPF says the finished PCC is downloaded and printed from the portal. Keep a copy ready to upload with your visa application.
Those working days start only once your documents are complete, so from abroad the real wait is usually longer.
Choosing your route: next visit home or a trusted person in Lagos
Your next visit home
Flying home for a wedding or the December holidays? Prepare the POSSAP application before you fly, then go to the registry yourself. If you are also due a visa medical, you can book it for the same trip: only clinics on the official panel list count, and our guide to the approved visa medical clinics in Lagos, Abuja and Enugu names them.
A friend or relative at the registry
If you cannot travel, choose one person you trust completely who can reach Ikoyi easily. Give them copies, not originals, and ask the registry what a representative must bring. Keep your POSSAP login to yourself.
Whoever helps, never hand over money to a stranger who claims a contact inside the police and promises a faster certificate. The EFCC warns that visa scammers claim connections at embassies, demand repeated fees and may issue fake documents.
Timing: when to apply so the certificate is still valid
A police certificate for an Australian visa is valid for 12 months from its issue date. Apply before you have a job offer and it may expire before you lodge.
A sensible order: secure a sponsoring employer, confirm whether it is accredited, then apply for the Nigerian certificate and your current country's certificate together. Our japa paperwork checklist, in the right order shows where the PCC sits among your other documents.
Use the wait well. Our guide to the Skills in Demand (482) visa sets out the visa side, and roles such as this civil engineering technician job in Perth show what sponsoring employers ask for. If your CV still reads like a Nigerian or Gulf application, Build AI CV can help you reshape it for Australian employers.
Going to New Zealand instead? Immigration New Zealand says Accredited Employer Work Visa applicants must be of good character and asks applicants to check whether police certificates are needed. See our guide to the New Zealand AEWV for the rest of the visa.
Common mistakes Nigerians abroad make with the PCC
- Posting the request and waiting. Home Affairs says mailed requests are not effective. Use POSSAP, the fingerprint form and a person at the registry.
- Forgetting Nigeria because you left years ago. If you lived there 12 months or more in the past 10 years, and you were over 17, Home Affairs may still ask for it.
- Sending a certificate that covers only part of your time. It must cover from age 16, or your whole stay.
- Paying a "fixer". Anyone selling a faster or cleaner record fits the EFCC's warning about people who claim connections and demand repeated fees.
- Trusting an unlicensed helper with the whole visa. The Australian High Commission does not process visas; Home Affairs does, through ImmiAccount. If you want help, our guide to checking a registered migration agent before you pay shows the two registers to search.
Frequently asked questions
Can I apply for a Nigerian police character certificate while living in the UK or the Gulf?
Yes. Home Affairs says Nigerian citizens apply through POSSAP whether or not they live in Nigeria, using their NIN or BVN. Applicants outside Nigeria complete a fingerprint form that is scanned and sent back to Nigeria for analysis.
Why can't I just post my application to the police in Lagos?
Home Affairs says mailed requests are not an effective way to get a Nigerian police certificate. It advises getting one on your next visit, or asking a friend or relative to visit the Central Criminal Registry at Alagbon Close, Ikoyi, in person.
How long does the PCC take?
The Nigeria Police Force states 5-7 working days from submission of complete documents, or 2-3 working days on the express service at extra cost. From abroad, allow extra time for the fingerprint form and for someone to deal with the registry.
How long is a Nigerian police certificate valid for an Australian visa?
Police certificates for Australian visas are valid for 12 months from the issue date. The certificate must also cover the time from age 16 up to the issue date, or the whole time you lived in Nigeria.
Do I need a Nigerian certificate if my 482 sponsor is accredited?
Possibly not. A subclass 482 applicant sponsored by an accredited sponsor does not need police certificates from countries other than Australia when they attach the sponsor's reference confirming good character and no criminal convictions. Confirm your sponsor's status first.
Key takeaways
- The official name is the Police Character Certificate (PCC); apply from abroad through POSSAP and a fingerprint form.
- Posted requests are not effective: collect it on your next visit or send a trusted friend or relative to Alagbon Close, Ikoyi.
- Time it carefully: it is valid for 12 months and must cover from age 16 or your whole stay in Nigeria.
- Ask whether your 482 sponsor is accredited: its reference may replace police certificates from countries other than Australia.
