Is New Zealand Migration Really Recovering? What the July 2026 Data Shows

When migration numbers improve, some agents rush to claim that a country is "opening up". Do not take that at face value. New Zealand's July 2026 figures are a good example of why you should look at the detail before making any decision.

Students Drove the Increase

Stats NZ's latest release shows migrant arrivals reached 13,900 in July, a rise of 19 percent year-on-year. Departures went down 7 percent to 8,700. Of those arrivals, nearly 2 in 5 came on student visas, and the timing matched the start of the second academic semester almost exactly.

The result was a net migration gain of 5,200 in July 2026, more than double the 2,300 recorded in July 2025. A good month, yes. But remove the seasonal student intake and the talk of recovery becomes much harder to justify.

The Australia Outflow Is Back Near Old Levels

Look next at movement between New Zealand and Australia. For the year to December 2025, New Zealand had a net migration loss of 28,400 people to Australia. That came from 19,100 arrivals from Australia set against 47,500 departures across the Tasman.

Compare that with history:

  • 2004 to 2013: an average loss of around 30,000 people a year
  • 2014 to 2019: roughly 3,000 a year
  • Year to December 2025: 28,400

The latest figure sits much closer to the heavy-loss years between 2004 and 2013 than to the steadier years between 2014 and 2019 before the pandemic. The pull towards Australia is getting stronger, not fading.

Twelve-Month Totals Remain Below Average

Over the trailing 12 months, annual net migration for the July 2026 year was 20,300, compared with 9,600 the year before. On paper that looks positive. Yet a typical July year has historically produced a net gain closer to 31,000, so New Zealand remains well below trend even after this rise.

The 20,300 is also the result of two opposite flows:

  • +58,700: net gain of non-New Zealand citizens
  • -38,300: net loss of New Zealand citizens

New Zealand is drawing in people from other countries while its own citizens keep leaving. It is not new, but it should not be ignored either.

The Honest Takeaway

For migration agents, education providers and anyone following New Zealand's population, the lesson is not that migration has bounced back. The truth is that international education is currently doing most of the heavy lifting, while the outflow of citizens to Australia and the gap against long-term averages remain real problems. Whether these students settle as longer-term residents or simply move through on temporary visas will decide if the July increase becomes a real trend or stays a semester-driven blip.
